Mr. Azni November is a registered Professional Engineer and currently serves as the Chief Engineer: Road Programme Development in the Western Cape Government’s Department of Infrastructure. With over eight years of specialised experience in road infrastructure asset management, Mr. November is responsible for the strategic planning, performance monitoring, and long-term sustainability of the provincial road network.

He is the Grant Manager for the Western Cape’s Provincial Road Maintenance Grant (PRMG)—a national conditional grant of R1 billion annually—tasked with ensuring that infrastructure funding is effectively allocated, implemented, and reported in accordance with national priorities and treasury frameworks. His leadership supports improved service delivery, procurement alignment, and lifecycle asset management for over 30,000 km of provincial roads.

Mr. November has led the development of the Department’s Road Asset Management Plan which provides the strategic foundation for investment planning, risk mitigation, and data-driven decision-making. He is also the co-author of a nationally recognised case study on the rehabilitation of National Route 7, which pioneered the reuse of bitumen-stabilised materials for sustainable pavement design. He has represented the Department on numerous international platforms.

Mr. November holds an engineering degree from the University of Cape Town and is currently completing a Master’s degree at Stellenbosch University, while he continues to be deeply committed to innovation, fiscal responsibility, and advancing sustainable infrastructure in the Western Cape, and the broader South Africa.
