Abu-Bakr Moerat is currently the Manager: Tenders at the City of Cape Town. Responsibilities includes (amongst others) the management and oversight over the procurement process for awards in excess of R750 000, from the submission of Bid Specifications to final award by the Bid Adjudication Committee (BAC). He joined the City of Cape Town in October 2021 as Head: Supplier Management and Administration and fulfilled this role for approximately 2 years. Thereafter he was promoted to Manager: Tenders in October 2023 and is currently fulfilling this role. Prior to joining the City of Cape Town, he was employed by the Auditor General of South Africa (AGSA) for a period of close to 9 years and was responsible for auditing multiple Municipalities, Provincial Departments and Public Entities.
Abu-Bakr holds a Bcomm Management Accounting Degree from the University of Stellenbosch. He has completed the Government Auditing Specialism Programme (GASP) and the Final Qualifying Examinations (FQE) for Registered Government Auditors (RGA) from the South African Institute of Government Auditors (SAIGA). Abu-Bakr has also completed the Municipal Minimum Competencies (MMC) for SCM Managers from the University of Stellenbosch School of Public Leadership (SPL). He is currently pursuing a Master of Business Administration from MANCOSA.
