Raised in Cape Town, her academic journey began with a diploma in Education followed by an Honours degree in Psychology. However, it was her master’s in business leadership that propelled her towards impactful leadership roles.
Driven by a desire to improve governance structures, Julinda transitioned into public finance, leveraging her insights into human behaviour and organizational dynamics. Starting as an educator, she quickly rose through the ranks, culminating in her appointment as Chief Director: Provincial Budget Analysis at the National Treasury.
Her tenure at the Western Cape Provincial Treasury has been marked by notable achievement, including serving as Deputy Director General and ultimately becoming the first female Head Official in 2004.
